Missing child at port macquarie beach in 2011
The case of a girl believed to have disappeared from the family's home after leaving school has been referred to an independent officer.
The Port Macquarie Police report found there was reasonable doubt about her physical condition.
The girl was 14 when she left home in the early hours of March 25, 2010.
A week after that she vanished from her home at Port Macquarie in the city's southeast, prompting a large manhunt and the arrest of six men including two from the local suburb of Woodlands.
The boy's father, an ex-convict, was among those taken into custody.
He is now serving eight years of a 12-year sentence for the rape and murder of the teenage girl in 2010.
Police said the missing child may have been taken by police to the Port Macquarie Police station at Macquarie Harbour at the weekend, but were not saying whether she made contact with the child.
Mr Rimmer, who represented the three men in court, has been called on to help identify other missing family members.
The missing child's father told the ABC a police search for the missing girl in that same location would be much more thorough and complex than that in Macquarie.
"There's more bodies out there and you've got to get in a few spots with the officers to gather those clues," he said.
Mr Rimmer has been asked by police if he was prepared for the case to be referred to an independent officer, and was not aware of any involvement from the federal or state governments.
In her report the detective cited a 2009 report in New South Wales by the Australian Royal Commission into the Missing.
The report said police could not find the missing girl at or around that time, but had a substantial amount of information about the area.
It recommended that officers from both the Port Macquarie police and the Victorian police use computerised fingerprint analysis to look for the child and any other people in the area who may be in a similar state of alert for the missing girl.

But a market is not necessarily only local. Suttles recommends visiting an independent bookstore first.
"You don't want to be buying from another store, which might have other goods they would like to sell. It's best to visit that store and ask if you could take a picture of it," he says
He suggests looking online or visiting local shops when shopping online.
"A lot of independent bookshelves are only in bookstores in this area, and they're on the far side of town. So, you should be able to see where they are without having to stop and go to their office," says Suttles.
It doesn't have to be an exclusive bookstore. You can use a travel site like Expedia to help decide what to look for.
"If you've got your eyes open, you've probably seen someone get something, and you've probably seen that same thing in some other local retailer," says Suttles. "At that point, you can then buy it there, where it will look and feel nice, and buy in bulk."

But not everything is good in the world of soccer!
One of the best parts of being at a soccer field is seeing every single game. It really gives you an authentic feel. But sometimes just seeing a game doesn't feel like watching it. That's what happened to me. I had never been to a home match during a World Cup qualifier. I arrived at the stadium to go buy beer, but when I got there I didn't hear any fanfare until half time. Then everyone was out of the stadium and the players were being interviewed by some guy talking about how his team won. It just seemed too perfect.
So I bought a beer and walked around. I got to watch some soccer and I saw some guys in the stands. I stopped to try and get a better look and found out that they were in front of me. The guy I bumped was the coach. This is where I got stuck in. I knew I had to get out of there right then and there. Luckily the guy who was sitting in my seat was the first guy that I bumped. I had been hoping to make it to the field on my own. But as soon as I left I was dragged out by that idiot's family and was sent to my seat just a few feet away from where I stood.
I was pretty excited to see my friends and family for the first time in the history of soccer. I couldn't believe it. I had been in Brazil and watched some matches for 20 years. It felt like I was in their home for the first time. So I got up and started to eat my own food, but just before I took my seat the kids came up to say hello, then the kids ran off when they found their friends who were also enjoying the game.
When I arrived at my seat, I was shocked to see all the fans standing in that row. They were almost like the kids from the football stadium, just watching their teams win. I wasn't in the same area so when I finally sat down I really needed to be there, but my mind wasn't set on the fact that I was about to watch the World Cup.
That day I wasn't able to enjoy watching soccer the way that I've spent so many years doing it. I had a bad memory of my friend's and team manager's daughter getting into the stadium, but this time I couldn't help it. I started walking closer to the back end zone so I could get a good angle to see what was going on. It really doesn't get much more clear than watching your team win a World Cup. That really is the first time you have it your own way. It's just amazing.

The Federal Government may decide not to spend any of the $17 million in advertising it wants to advertise on Queensland's beaches that it has already spent in its campaign to ban smoking on beaches, Opposition Leader Bill Shorten said.
The Federal Opposition is keen to advertise on beaches around Queensland in Queensland Water but Premier Annastacia Palaszczuk's government is wary of trying to sell that same beach advertising.
"I was told this evening it is not yet clear whether the Labor Party will spend or not spend money on promoting beaches in Queensland, what you are seeing is from the Government's perspective they are probably going to have to wait and see if the Liberal Party decides to go ahead and spend," he said.
"The Federal Government is really being very careful, they're not going to spend advertising on their beaches, they've got a lot of very important jobs at hand, and it's probably because the Government is wary about the advertising that they're going to be using.
"We should be spending money on beaches, we should be promoting beaches and we should be doing everything we can to attract people to beaches so that they want to spend money there, so we are not wasting money."
The issue arose as Labor launched the campaign to ban tobacco use on all beaches by next December.
Mr Shorten said he knew of no Government ads or media coverage of the campaign since the start.
"It's just a really good start - it's been a great first step, and I've been looking forward to seeing more and more advertising that will actually have a positive impact on people's health,'' he said.
"I can't think of a campaign that the Government's been much more in support of than this one.
"And they do a superb job covering them in media and they do a fantastic job in the streets and they get the message across so that's really a really positive launch from my point of view.''

Sebastien Bass, former director general of COP 20, said Australia could benefit from having an "environmentalist government", given its energy requirements.
Bass said that the Turnbull government should work to encourage energy development and use of clean energy.
"The fact that it has the right to raise taxes, for example, is a problem with respect to sustainable energy production," he said.
Bass said the federal government should consider introducing renewable energy credits to help cover costs.
"The only people who are actually getting money are those who were not making money yesterday," he said.
The MEP also expressed concern that the government is looking to privatise coal, wind and gas.
Bass said he has serious reservations about the proposed government changes on coal and coal related policies.
He also expressed concern that the government has refused to consider a new carbon tax and said it should introduce an emissions trading scheme.
"They have refused to discuss carbon pricing," he said.
"I feel like that the government needs to be really much more transparent."
He said he does not understand why the government does not propose to introduce a carbon tax, but also believes that we need to discuss a national emissions trading scheme.
"I would also encourage the federal government to look at introducing some form of new cap and trade system," he said.
Bass told the ABC the Turnbull government should work in the Australian Parliament to secure an independent inquiry into climate change.
Bass said it was incumbent on the federal government to ensure that it has "a credible climate policy that sets our emissions targets, in a way that minimises the effect of climate change".
"In some respects, it's very important that there is an independent, open, independent inquiry and the government needs to step up and accept responsibility in that," he said.
Bass also told the ABC that the current Government should support the creation of a Commonwealth-funded research body into renewable energy, which he argued was a non-partisan institution.
"We need to look at a range of different funding mechanisms, including research in various parts of the country," Bass said.
However, the senator said that the government had been unwilling to consider supporting a review of the National Renewable Energy Target, or the Greenhouse Gas Reduction Targets.
